  1. Check-In Information:
    Each Team MUST check-in at the Main Tournament Desk at Bamford Sports Complex between Fields 7 & 8 (Tiger & Indian) prior to their first game.   At check-in, teams will receive the tournament packet and all teams must provide a copy of their insurance and a working cell phone number.
     
  2. Shoes:
    Metal cleats are optional.
     
  3. No players, team coaches, or parents/spectators will be allowed in areas designated "College Coaches Only". This includes the Hospitality Tents and the Scouting Areas behind each field's backstop.
     
  4. No parking is allowed in areas that are designated as "Tournament Staff Parking Only" and "College Coach Parking Only".  Parking is not allowed on the grass along the street.
     
  5. Tournament Format:
    The teams will be divided into brackets. All teams will play a minimum number (6 in the summer, 5 in the fall and winter) of round robin exhibition games.
     
  6. Playing Rules:
    Official game will end at 7 innings or 1 hour 30 minutes.  Teams are not required to turn in a lineup sheet to the umpires prior to start of the game.  Teams may use unlimited defensive substitution and bat unlimited players during the tournament.  Teams can utilize the courtesy runner rule for any player in the game as long as you do not delay play.  A courtesy runner can be any player.
     
  7. Drop Dead Rule:
    If time expires before the inning is completed, the game is over immediately (Drop Dead) and the score will revert to the last complete inning, unless the home team is up to bat and are ahead in the
    score or have tied the score.
     
  8. Pick up players may wear their original team’s uniform.  No jewelry other than post type earrings in ears is allowed. Post type earrings in ears may be worn but must be taped.
     
  9. Protests:
    This is a non-protestable tournament. Rule disagreements will be settled at the time by the home plate umpire.
     
  10. No glass containers, no pets, and no alcoholic beverages are allowed at the parks. No smoking is allowed on the fields, in the dugouts, or in the bleachers.  Please assist in keeping the dugouts clean for the next team, by picking up your trash after the game and placing it in the receptacle provided in the dugout.
     
  11. Forfeits:
    Forfeits are to be avoided at all costs.
    To avoid a forfeit, you are allowed to borrow a player from another team, as long as that player is registered with the tournament.
     
  12. Weather Contingencies:
    In case of uncontrollable circumstances or interruptions due to weather, the Tournament Director reserves the right to alter the tournament format in any way necessary to reach a conclusion.  This can include, but may not be limited to, shortened game times, fewer games guaranteed, or playing rule changes.  Games interrupted might not be resumed.  Everything possible will be done to get the players on the field as soon as possible. 
    It is ultimately the responsibility of the team managers and coaches to verify their schedule daily to make sure that no changes have been made.
     
  13. Weather Updates:
    All weather updates will be posted on the Rising Stars website under the home page of each event.  It is your responsibility to check the website for additional updated information (www.risingstarsevents.com).
     

  14. Injuries:
    Emergency First Aid supplies will be available at the Trainer's tents.
     

  15. Unsportsmanlike Conduct:
    Managers/coaches are responsible for their own conduct and for that of their players, assistants and spectators. Abusive language and/or unsportsmanlike conduct will not be tolerated in any degree.
     
  16. Warm-up Area:
    Pre Game Warm-up is to be conducted only in the Open Play Areas, the batting cages or in the grass outfield areas on fields with temporary fencing.  Any team may use any of these allowed areas. There is to be no throwing of balls or batting in or near the sidewalk areas.  There is to be no hitting of balls or throwing of balls into permanent or temporary fencing.  Any player warming up a pitcher must wear a catcher's mask.

     
  17. Lightning Detection System:
    Most of the parks are equipped with a lightning detection system that detects/predicts lightning and/or lightning conducive conditions within a 10 mile radius of the park. If the warning is sounded, all players, coaches and spectators must leave the area and take shelter in their cars or other secure place until the all clear is sounded.  If the park does not have an automated notification system, tournament or park staff will relay the warning and the all clear to the umpires. Please cooperate.

     

  18. Wristbands:
    All players must wear the appropriate colored wristband during the entire duration of the tournament.  Wristbands designate to the college coaches the year of graduation of the player and their recruiting eligibility.

     
  19. Cancellation/Refund Policy:
    Teams that cancel after the entry deadline in the tournament will be charged a $400 cancellation fee.  After the game schedule has been completed, teams that cancel will forfeit all rights to a refund. Also, there will be no refund of entry fees due to uncontrollable circumstances, such as weather or not complying with tournament rules.  A future credit will be offered only for practice games due to inclement weather, please note those credits will only be available to your team non-transferable up to one year. 
     
  20. Practice Games:
    Practice games are on a first come - first served basis, and will be awarded to teams based on available scheduling constraints.  Games will be 1 hour and 15 minutes long.  Same rules apply to the practice games as in the tournament games. Balls and umpires will be provided.
     
  21. The tournament does not provide water in the dugouts. Teams are allowed to bring coolers into the park.
     
  22. Hotel Policy:
    IT IS MANDATORY THAT ALL TEAMS BOOK THEIR HOTEL ROOMS THROUGH OUR HOTEL COORDINATOR, LIZ.  FAILURE TO DO SO WILL RESULT IN A $50.00 PER PLAYER SUR-CHARGE (not to exceed $500.00). Teams are only allowed to stay at tournament sanctioned hotels; these are hotels that give the tournament reduced rate rooms for the college coaches.  TEAMS ARE NOT TO CALL OR CONTACT HOTELS DIRECTLY OR THROUGH THE INTERNET.

         * Minimum Number of Rooms to book per team is 5.

         * Teams from 80 miles or more are subject to the Hotel Policy.
    (effective 08/20/10)

    Please submit your hotel request through the Hotel Request Form.  Please allow at least 14 days for Liz to contact you.  When Liz contacts you, you will be given a selection of hotels to choose from.  Once you have selected a hotel that best suits your needs, Liz will send your contact information to the hotel representative, who will then contact you
    (Liz will give you a deadline to provide a rooming list to her once you have chosen your team hotel.  The rooming list will then be sent to the hotel and the hotel will contact you and provide you with a contact and deadline).  For any further questions you can contact Liz at (954) 236-0573.  Please be sure to leave your name, team name, and a phone number where you can be reached day or evening.
     
  23. Gate Pass Fees:
    Rising Stars does not charge Gate Pass Fees at its showcase tournaments.  However, at Brian Piccolo Park, there is a $1.50 per person per day gate fee on Saturdays and Sundays only and any National Holidays.  Everyone must pay this fee…players and coaches included.  You keep your ticket/receipt for same day reentry. This $1.50 fee goes to Broward County Parks and Recreation, not to Rising Stars. 
     
  24. Tournament Committee Rights:
    The tournament committee reserves the right to qualify or disqualify any team, any player, or any individual associated with the participating team to preserve the integrity of the tournament.  Upon disqualification for any reason the team, players, and parents forfeit the right to participate in the tournament and lose all games scheduled; team, players, coaches and parents are dismissed from the park premises including: fields and parking lot.
